Monthly Chapter Meeting Minutes
Date: March 11, 2026
Location: Cactus Aviation Classroom – Henderson Executive Airport
Call to Order
The regular monthly meeting of Southern Nevada EAA Chapter 1300 was called to order at approximately 7:00 PM.
Attendance sheets were circulated for members and guests.
Approval of Previous Meeting Minutes
The minutes from the previous chapter meeting were presented to the membership.
A motion was made and seconded to approve the minutes as presented.
The motion carried and the minutes were approved.
Treasurer’s Report
The Treasurer’s Report was read to the membership and reviewed.
A motion was made and seconded to accept the Treasurer’s Report.
The motion carried and the report was accepted.
Announcements
Young Eagles Rally
Members were reminded of the upcoming Young Eagles Rally scheduled for April 25.
Pilots and volunteers were encouraged to participate.
Build and Fly Program
The chapter’s Build and Fly youth program will resume in April.
Members interested in helping with the program were encouraged to participate.
EAA AirVenture Oshkosh
Members discussed the possibility of organizing a group trip to EAA AirVenture Oshkosh, scheduled for July 20–26, 2026.
Members were encouraged to attend, especially those who have never experienced the event before.
Board of Directors Vacancy
Tim Dura nominated Sara Weiner to fill the current vacancy on the Chapter Board of Directors.
Sara Weiner accepted the nomination and will serve in the position until the next regular chapter elections scheduled for October.
Project Updates
Members were invited to provide updates on current aircraft projects.
Few updates were presented during this meeting. Members building aircraft were encouraged to send photos to Josh Sinclair so that project progress can be shared at future meetings.
Chapter Fundraiser
A 50/50 raffle was conducted during the meeting break.
Half of the proceeds were awarded to the winner and the remaining funds support chapter activities.
Welcome to New Attendees
New visitors and guests were welcomed and invited to introduce themselves.
Several attendees shared their aviation interests including aircraft building, flight training, and general aviation involvement.
Program Presentation
Light Sport Repairman Certification and MOSAIC
Josh Sinclair presented an overview of the Light Sport Repairman certificate and the FAA’s FAA MOSAIC Rule changes.
Topics included:
• Overview of Light Sport Repairman certificates
• Differences between LSRI (Inspection) and LSRM (Maintenance) ratings
• Expanded privileges under MOSAIC
• Applicability to Experimental Amateur Built aircraft
• Training options through providers such as Rainbow Aviation and Joby Aviation
The presentation included discussion of course structure, costs, and hands-on training including Rotax engine instruction. A question and answer session followed.
Technology Presentation – General Aviation Cockpit Recorder Concept
Jeff Quayle presented a prototype concept for a general aviation cockpit recording system designed to function similarly to a “black box” for GA aircraft.
The system uses an Android phone as the primary hardware platform.
Features discussed included:
• Cockpit audio recording during flight
• Automatic cloud upload of recordings
• Impact detection using phone sensors
• GPS tracking
• Engine RPM estimation using accelerometer data
• Potential integration with Garmin avionics systems such as the G3X
Jeff invited members interested in testing the system to participate, particularly those with spare Android devices available for experimentation.
Jeff also demonstrated a related aviation weather application he developed which:
• Displays historical METAR and TAF trends
• Provides more current automated weather updates
• Calculates runway crosswind components
• Helps pilots determine the best runway based on current wind conditions.
Future Program Topics
Members discussed potential future meeting topics including:
• Tailwheel transition training
• Scenario-based aviation safety discussions
• Possible IFR and VFR discussion groups modeled after aviation safety workshops.
An informal poll indicated interest among members for developing such programs.
Airport Operations Update
Members were informed that PAPI lights at Henderson Executive Airport will be temporarily out of service during nighttime hours while they are replaced and flight-checked.
Adjournment
With no further business, the meeting was adjourned at approximately 8:15 PM.
Volunteers assisted with resetting the classroom following the meeting.
