Discussion to have Pete Fata host BBQ in June instead of May to accommodate his work schedule
Motion to change date of BBQ to June 10th and make May a regular meeting

After concerns by Treasurer Seb Trost about the Chapter absorbing the entire cost of the BBQ, an amendment to the previous motion to ask for a $5 or greater donation from each person attending the BBQ at the door and the Chapter will provide all main courses and sides.

Roger Hansen - Non-member use of Aircraft Scales
Discussion about any changes to Chapter policies for charging nonmembers to use our Aircraft scales. It was agreed we should maintain current practice of charging $50 for nonmembers.
There was a general discussion of calibrating the scales with no action taken.
Brian Eldredge took the floor to make two proposals regarding the Ray Scholarship
Text of Proposals from Brian Eldredge:
Proposal number 1 Whereas EAA Chapter 1300 applied for and received a Ray scholarship, and whereas according to the Experimental Aircraft Association recommended scholarship applicant/ recipient qualifications there are currently no members of our chapter that meet those qualifications, I propose that the Ray scholarship award money be returned to EAA so as not to endanger future potential scholarship awards within our chapter.
There were several minutes of discussion and questions asked and answered until all members were able to have their concerns heard, with a vote following.

Proposal number 2 I propose that the following scholarship applicant/recipient qualifications be added to the EAA Chapter 1300 Bylaws:
a. Chapter 1300 will not apply for any scholarships unless a vetted recipient has already been identified by the chapter who meets all of the following minimum requirements: a. Any scholarship applicant or potential recipient will have been a member of EAA and EAA Chapter 1300 for a minimum of 1 year and will have attended a minimum of 12 chapter meetings and/or events as a member
b. Any scholarship applicant or potential recipient will meet the minimum requirements for that scholarship that EAA requires or recommends before that scholarship is applied for
c. Any scholarship applicant or potential recipient will have performed 100 hours of volunteer service for Chapter 1300
d. Any scholarship applicant of potential recipient will submit a 1000 or more word composition on what the applicant will do to continue to support EAA
e. Any scholarship applicant or potential recipient will know the history, mission statement, and goals of EAA and Young Eagles
f. Any scholarship applicant or potential recipient will demonstrate building and maintaining skills on Experimental built Aircraft g. Any scholarship applicant will have actively been involved in the fundraising for future scholarships (and such fundraising time can be included in the 100 hours or more of volunteer service to the chapter), such that Chapter 1300 will have the chapter share for the next potential scholarship of the same EAA scholarship (i.e. if a Ray scholarship in the amount of $6000 is to be awarded to an applicant, and EAA will fund the entire amount, but future Ray scholarships awarded to the chapter require that the chapter fund 25%, then that 25% must have already been raised and available for the next Ray scholarship before the first Ray scholarship will be awarded
2. The chapter membership will vote on all applicants and potential recipients of any scholarship awards, and any award will require a minimum vote of more than 50% of the membership.
There were significant discussions among the membership for 15-20 minutes to discuss this proposal. Brian said his intent was to generate discussion and not to settle the issue. If it is to change the bylaws, a vote of the entire membership would be required.
