William "Bill" H. Fluhr Passed Away On April 24, 2026

One of our EAA 187 members, Bill Fluhr of Oviedo, FL, and Leander, TX, died on April 24, 2026. We only found out when his family replied to
a couple of group emails sent to him. His service will be in Oviedo on June 13.

Bill was a very friendly guy, and we will miss him. I guess his son Eric may take over the Volksplane they were building. Not sure.

OBITUARY

William "Bill" H. Fluhr

September 9, 1948 – April 24, 2026

William "Bill" Howard Fluhr, of Oviedo, Florida passed away on April 24, 2026 at the age of 77 with his son Kenneth by his side. In the moments that followed, Ken saw a butterfly shadow on the wall above his father's head; a beautiful moment reflecting Bill's life-long love of flight. Born in Queens, New York on September 9, 1948 to Frederick William Fluhr and Jane Jelks Floyd Fluhr, Bill moved to Florida in 1955. He is survived by his wife, Wadad, and three children Eric, Valerie, and Ken, with two daughters-in-law, Jaime and Jackie.

After an unsuccessful stint at Georgia Tech punctuated by too much fun and not enough studying, Bill graduated in 1975 from Florida International University with a B.S. in Computer Science. After cutting his programming teeth at Burger King, Bill embarked on a 32-year career at IBM working in system engineering and computer sales. Following retirement from IBM in 2008, he continued supporting customers as an IBM Business Partner until his passing. In his free time, Bill very much enjoyed participating in two men's Bible studies, as well as being a driver and pit crew member of car racing team Unintended Acceleration. He also loved hanging out with his loyal Orlando Audi friends and, lastly, interacting with local Breakaway Park, EAA, and online Volksplane communities while building an Evans VP-2 airplane.

Family and friends are invited to attend a Celebration of Life memorial on Saturday, June 13 from 1-3:30 pm (service starting at 1:30 pm). Please bring your favorite memories & pictures to share.

After the service, we will be hosting an informal gathering with food and fellowship at our home - 508 West Palm Valley Drive, Oviedo, FL 32765, starting around 4:15 PM.

In lieu of flowers, we believe Bill would have wanted to support growth in aviation thru donations to the Experimental Aircraft Association, of which he was a participating member: https://www.eaa.org/foundation/giving-opportunities

Georgetown airport updates users on growth, expansion

Williamson County Sun, April 8, 2026, pp. 1, 5

By Katherine Hamilton

With 125 new hangars coming to the Georgetown Executive Airport, city officials met with airport users March 24 [2026] to brief them on coming

changes and opportunities. About 70 airplane owners and/or pilots attended the presentation. Georgetown’s airport is a National General Aviation

airport that serves the region’s air transportation needs, except for commercial service, airport manager Matthew Sommerfeld said.

The airport was constructed in 1943 to serve as a U.S. Navy auxiliary airfield during World War II, with operations beginning around that time. The city took ownership and began managing the airport in 1945.

At the airport community meeting, Mr. Sommerfeld reviewed airport improvements currently underway or scheduled:

• The city received a RAMP Grant — a reimbursable grant through TxDOT that is a 90/10 grant up to $110,000 — that includes hangar taxilanes, runway restriping, fuel master upgrades to QT pods, new hangars and hangar upgrades for lighting and doors (t-hangars).

• Air traffic control tower equipment purchases of $250,000 have taken place over the last two years to improve communication equipment.

• Wildlife fencing/security was updated.

• 125 new hangars will be added in the next 1-4 years.

• Some old hangars will be redeveloped in the next few years.

• New airport maintenance and operations buildings will be built.

Lisa Halvorson — who works with Georgetown-based hangar builder the Halvorson Development Group — said about 40 hangars are being built now. The first few will be available in late summer. Hangars will range in size between 950-1,200 square feet, and pricing for monthly rental will begin at about $1,200.

Mr. Sommerfeld said Thursdays are the airport’s busiest day, and 10-11 a.m. is its busiest hour. His airport overview noted various flight activities considered “routine” — medical flights, organ transplant flights, Fire/EMS support, law enforcement, flight training, business aviation, aerial surveying, civil air patrol, commercial air force and military flights. The Georgetown Airport currently has 333 airport-based aircraft, he said. These include:

• 259 single-engine aircraft

• 32 multi-engine aircraft

• 34 jets

• Eight helicopters

Additionally, Mr. Sommerfeld said aircraft operations have increased from 74,236 in 2014 to 140,738 just a decade later. They did, however, decrease in 2025 to 124,336. He explained that the Georgetown airport is “an enterprise fund” — meaning “all user fees stay with the airport for operating and capital costs.”

The airport generates income through fuel and real estate revenue, he said. In 2025, the airport generated $6,041,895, and had expenses totaling $5,872,896. Expenses included $3,609,302 for fuel, $254,028 for maintenance and $91,993 for a communication system between air traffic control facilities. Fuel is the airport’s greatest revenue generator, but also its greatest expense.

“Most of our gross revenue is through fuel; however, it’s also our most significant expense,” Mr. Sommerfield said. “While it may appear we generate over $4 million on fuel, our actual revenue is $609,221 based on the fuel margins through bulk storage.”

Mr. Sommerfeld cited these additional expenses:

• Upgrade of Fuel Master Self-Serve Units in 2026. Cost is approximately $36,000.

• Tower equipment upgrade of $200,000 to reduce workload and provide more reliable equipment for controllers.

• RWY 11/29 mill and overlay.

“Your money stays at the airport,” he said, “which is why we implemented tenant-based meetings as a way to keep you informed of what’s going on. Without our tenants, we will not be successful.”

Mr. Sommerfeld also reminded the airplane owners of these airport safety guidelines: Airport hangars are subject to inspections by the airport staff and City Fire Department to ensure compliance at any time.

Hangar storage is limited to aircraft, an aircraft tug device, and bicycles.

Smoking any substance, including e-cigarettes, or any open flame, is prohibited within 50 feet of any aircraft, fuel truck, hangar or fuel storage tank.

If an aircraft is under maintenance, any activity using spark-producing tools or equipment can only be performed if the hangar door is open at least halfway to allow for proper venting.

Painting of aircraft inside hangars is specifically prohibited, except for small maintenance or repair projects.

Aviation or automobile fuels may not be stored within the hangar, except that which is contained in aircraft fuel tanks or approved safety containers, and not to exceed 10 gallons.By Katherine Hamilton

New Book Available from Our Library

The Forgotten 500: The Untold Story of the Men Who Risked All for the Greatest Rescue Mission of World War II

The astonishing, never-before-told story of the greatest rescue mission of World War II—when the OSS and resistance fighters set out to recover 512 airmen trapped behind enemy lines in Yugoslavia.

“An amazing, riveting tale of unsung heroes who went above and beyond.”—James Bradley, New York Times bestselling author of Flags of Our Fathers

During a bombing campaign over Romanian oil fields controlled by the Nazis, hundreds of American airmen were shot down in Nazi-occupied Yugoslavia. Local Serbian farmers and peasants risked their own lives to give refuge to the airmen while they waited for rescue, and in 1944, Operation Halyard was born. The risks were incredible. The starving Americans in Yugoslavia had to construct a landing strip large enough for C-47 cargo planes—without tools, without alerting the Germans, and without endangering the villagers. And the cargo planes had to make it through enemy airspace and back without getting shot down themselves, escorted by fighter planes. A heroic bit of history! And the beginnings of the OSS, forerunner of the CIA.

A Young Eagles event is tentatively planned for February 7.

The chapter still needs a Secretary. Anyone interested please contact Justin. If someone wants to be

Treasurer we can replace David Hayek, and he will return to the Secretary position. We need to know this before December 27, when we transfer the books to the new Treasurer.

Justin will forward a survey to members from North Carolina State University about runway markings.

The Chapter has about $300 in Young Eagles credits for various purposes, including sending someone to the academy or buying chapter supplies. These need to be used by the end of the year. The Board will work on this.

Information was shared about chapter leadership training in Dallas in March.

The Chapter received a letter from an EAA member selling a Hummel Ultra Cruiser aircraft. You can see it at the Lockhart Airport at the Plane Talk Hangar, or call 512-217-1585. No name was given.

There will be no monthly meeting in January. In its place the Annual Chapter Banquet will be a Smokey Mo’s BBQ restaurant at Wolf Ranch location, 1013 W University Ave., Suite 310 in Georgetown. The time is 6 PM.

The December EAA Chapter Video was shown.

November 8 Business Meeting, Elections & Brian Decker

We had a long meeting on November 8. Justin Jones and Ken Matthews volunteered to continue for another year as President and Vice President, respectively, as no one was nominated or volunteered. The Secretary position (David Hayek) will be vacant in January, and the Board may pick a volunteer to fill that soon.

Justin and Ken gave reports on our activities during 2025. No one took minutes, but Bill Elliott recorded two videos of the business meeting portion, and then Brian Decker's talk, "Alternators 101." Many thanks to our speaker, who also provided a pdf document on alternators (below).

MOSAIC and Sport Pilot 2.0 Begins October 22, 2025!

One of the most important initiatives promoted by EAA has come to fruition. Effective October 22, 2025, pilots who hold a sport pilot certificate or fly under sport pilot privileges in the United States will have access to a much wider range of aircraft they can fly. This reform to the U.S. Federal Aviation Regulations, known as the Modernization of Special Airworthiness Certification (MOSAIC), was in the works for over a decade. The final rule was announced during EAA AirVenture Oshkosh 2025, and after years of advocacy by EAA and other aviation organizations, what we are calling Sport Pilot 2.0 is now in effect.

As an EAA chapter, we can play a meaningful role in sharing the good news regarding MOSAIC and Sport Pilot 2.0. Below is additional information and content to post around our airport community:

Sport Pilot 2.0

June 14, 2025

Georgetown Airport Terminal Building

The meeting was called to order by Justin Jones at 10:05 AM. There were 20 in attendance. 19 members and one guest: Ken Matthew’s father.

The monthly EAA video was shown. This is the link to view the video if interested.

Sept 2024 EAA Chap Video

Young Eagles: there was nothing to report on the YE program. The chapter is still looking for a coordinator. Justin suggested the chapter target a rally sometime in September. That will remain as new business.

Air Venture Update: Ken Matthews has reserved three campsites at Oshkosh. The reservation is Sunday July 20 thru Sunday July 27. There will be plenty of room for tents. Contact Ken on 512-653-7919 for information on the use of the site and for those attending Air Venture, you can call him to get location information and visit the site.

Dick Gossen discussed the fly-in arrival procedures to Air Venture and warned all who are planning on flying in to get very familiar with the NOTAM and routes to get into the airport. These are high risk operations for arrivals.

Scott Maul, Development Officer for the Devil Dog Squadron, made a presentation on the aircraft and the squadron operations. Thank you, Scott, for the short notice to present.

[Bill Elliott shot a video of the talk, and it is on our website.]

Brad Bellamy made a presentation on printed shrink wrap labels that can be made with print on the wrap as a label. Give Brad a call for more details on these wraps.

The latest membership count for the Chapter is 76 paid members [as of July 1]. Eight previous members have opted out of rejoining this year.

The next monthly meeting is July 12 at 10:00 AM at the Georgetown Airport Terminal building.

Meeting was adjourned at 10:55 AM.

EAA Chapter 187 Monthly Meeting Minutes 5/10/2025

Justin Jones called the meeting to order at 10:30 AM. This meeting followed a morning pancake breakfast prepared by Justin Jones and Ken Matthews. A special thank you to Haruko Reese for tutoring the novice pancake cookers on the use of the equipment and the method of cooking some great pancakes. Plenty of volunteers helped with set up, cooking, preparing food, and clean up.

All the members present enjoyed the pancakes, sausage, eggs, and fruit. The weather was perfect for the outdoor activity.

The meeting was started in the meeting room. Unfortunately, the EAA internet was down so the monthly EAA communication meeting was not shown. There were 21 in attendance; this includes three guests, who are new to the area and will be joining the Chapter: Daniel Kelly, Colin Murphey, and Aditya Anne (who joined, see his photo below). William Bennett gave a presentation on the use of shrink wrap on small gage wire connectors. The wrap replaces the wire splice connectors, which do not work well on the small gage wiring.  Ken Matthews updated the group on the Oshkosh camp site reserved for the Chapter. If interested, contact Ken. Other news.

There will be a Commemorative Air Force War Bird Expo Ride Day on June 14 with three aircraft participating in the event: The Georgetown B-25 Devil Dog, the Gulf Coast Wing T-6 Trainer, and JRB-6 Navy Transport. For information on the event visit the https://gulfcoastwing.org/ website.

The next monthly meeting will be June 14, 2025, at the Georgetown airport terminal. The meeting was adjourned at 11:15 AM.

Notes on Rockdale Fly-out by Scott Fish

EAA

EAA187 traveled to Rockdale on April 12, 2025, to get an updated tour of the Rockdale Tiger Flight operation run by member Jimmy Cox at Coffield Regional Airport (KRCK).  Tiger Flight provides youth and mentors with experience refurbishing and rebuilding donated aircraft of a variety of types, and assists the students with EAA Young Eagle flights and time in the cockpit.  It’s a wonderful operation enabled by untold hours contributed by Jimmy and other volunteers who care about youth education and aviation restoration.

The visit included four pilots flying in from KGTU and KT74, plus a few members driving out to Rockdale, which is 43 miles east of Round Rock on US79.

Rockdale’s Domino’s Pizza manager was on hand, and provided pizza for the group, as Jimmy described the volunteer program, and showed the various types of restoration activities students are involved in.  He also gave a tour of both flying and project aircraft in their nice-sized hangar.

Thanks to Jimmy and Justin Jones for helping set this up and providing a wonderful experience in our Chapter’s extended aviation community.
