Here is a recent email from airport manager, Chris Paolini, about the process:
Greetings,

The southwest Washington Regional Airport is pursuing a CTAF frequency change in order to significantly reduce radio congestion. The attached flyer details help the airport is seeking from local pilots to monitor the proposed new frequency (122.725) prior to starting the final step in the frequency change process. The airport is asking pilots to monitor this frequency for the next 30 days and provide feedback on any congestion or communication concerns with 122.725. Assuming we move forward with this frequency, significant communication and outreach will follow in the coming months as we ramp up awareness prior to the changeover. We would greatly appreciate you helping get the word out to fellow pilots, flight schools, and aircraft operators who may frequent southwest Washington to gain as much feedback as possible.

Sincerely,

Chris Paolini
